Epaminondas John Bikakis

Epaminondas John Bikakis has been an executive of the OTE Group since 1999, where he has served as telecommunications lawyer. He holds a Master of Philosophy in International Space Law and a Master of Laws in Public International Law from the University of Nottingham, UK.

In 1991 he received a scholarship from the Onassis Foundation for his research on the law of satellite communications and satellite broadcasting. Upon graduating from the Law School of Democritus University of Thrace, he went on to become a member of the Athens Bar Association (1991–1999). While working for the OTE Group, he was asked to become an executive of the Group’s subsidiary company Hellas Sat, actively participating in the research programs of the European Space Agency, ARTES 1 και ARTES 3. He has also served as a consultant to the Minister of Transport and Communication, actively taking part in the drafting of the first General Telecommunications Law in January 2006. From 2008 to 2009, he was a member of the C’ Directorate General for Justice, Interior Affairs, and Schengen at the Section of European Union Affairs of the Ministry of Foreign Affairs. In 2017 he was certified as Associate Member of the Business Continuity Institute on issues of business continuity. Since 2018 he has been a member of the Certification and Impartiality Committee of TÜV Austria–Hellas.

As a speaker and a writer, he has participated in academic events and research projects on issues of space law, telecommunications, security, and personal data protection. Most recently, in February 2020, he actively contributed and supported the Growth Mindset Project “Let’s Go Beyond – Tomorrow Lab” for Deutsche Telecom.
